Columbia Implements Online Declaration of National Chemical Substances

The Ministry of Commerce, Industry and Tourism of Columbia released the Circular Letter 018 (Circular 018 in Spanish) on June 1, 2022. In accordance with the provisions of paragraph 1 of Article 2.2.7B.2.2. of Decree 1076/2015, and amended provisions of the Decree 1630/2021, “Under the Decree 1076/2015, the Ministry of Environment and Sustainable Development is established as the sole regulatory sector, which is in charge of the comprehensive management of chemical substances for industrial use, including risk management and other measurements”, the Information Application for the National Inventory of Chemical Substances for Industrial Use and its processing instructions are available to the interested parties.

To complete the application, those interested parties shall obey the following procedures:

  • Access the web portal: www.sical.gov.co;
  • Select the “tools” (herramientas) ;
  • Select the “national inventory of chemical substances for industrial use” (inventario nacional de sustancias químicas de uso industrial);
  • Perform the registration process, which enables them to obtain the username and password by each company obliged to report, in accordance with the provisions of Article 2.2.7B.1.2.2 of Decree 1076/2015.

Once registration is completed, users are accessible to various services via the information application interface, including the consultation of the instructions issued by the government to further facilitate the interested parties to report the information as required.

Moreover, in accordance with the provisions and conditions established by the aforementioned Information Application for the National Inventory of Chemical Substances for Industrial Use, it is possible for users to make updates and improvements to the application, which will be attached to the process statement for purposes of traceability and execution. The updated version can be checked online through the same interface.
