Filing of Imported Paints and Coatings Cancelled in China

On 1 Mar. 2022, China Customs has released the Order No. 257, under which the Measures for the Supervision and Administration of the Inspection of Imported Paints and Coatings are abolished. The Order shall come into force on the date of its release. It means that the filing of imported paints and coatings in China has been abolished since 1 Mar. 2022.

It is still worth mentioning that the cancel of filing of imported paints and coatings doesn’t mean that the national standard for harmful limits related to paints and coatings also lose effective. In fact, it is more important for related enterprises to do self-check after the abolishment of the filing of imported paints and coatings as the Customs will still spot-check the products.

Background

The filing of imported paints and coatings in China has been implemented since 2018, under the requirements of Measures for the Supervision and Administration of the Inspection of Imported Paints and Coatings (Order No. 18 of the General Administration of Quality Inspection, and amended by Order No. 238 and 240 of the General Administration of Customs). According to the regulations, manufacturers, importers or importing agents of certain imported paints and coatings shall submit product filings to designated bodies affiliated with Chinese Customs (i.e., Shanghai Customs) and accept mandatory testing at least 2 months before actual import. A filing certificate will be issued if a product passes testing.
