EU REACH Services

REACH stands for the Registration, Evaluation, Authorization and Restriction of Chemicals. It was implemented on June 1, 2008. According to the REACH regulation, companies that are importing or manufacturing chemicals within the EU are responsible for registering these substances. On completion of registration, an 18-digit registration code will be issued to the registrant. Since the last registration deadline has passed, companies must complete full registration prior to manufacturing or importing chemicals into the EU.

Poison Centre Notification (PCN) Services

Since January 1, 2021, EU importers and downstream users have been obligated to notify their mixtures in a harmonized format and unique formula identifiers (UFIs) must be included on mixture labels. This is an important change for companies placing hazardous mixtures on the EU market.

Importers and downstream users placing hazardous mixtures on the market that have not already notified under national legislation must comply with the poison centre notification (PCN) requirements from the following dates:

  • Mixture for consumer use: January 1, 2021;
  • Mixture for professional use: January 1, 2021; and
  • Mixture for industrial use: January 1, 2024.

GHS Regulatory Consulting Services

The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is the universal system used to classify chemicals by the types of hazards they pose, while also communicating those hazards in an efficient manner.

It aims to provide the basis for harmonizing the rules and regulations for chemical classification at a regional, national, and worldwide level through the use of Safety Data Sheets (SDS) and labels.

UK REACH Services

On January 1, 2021, the UK established its own system of chemical regulation management, known as UK REACH. This regulation applies to any chemical substance manufactured or imported to the UK in quantities of one ton or greater, a year. If a substance had an existing EU REACH registration before the end of the transition period, a Downstream User Import Notification (DUIN) may need to be considered. Registering a new chemical substance for the UK will require full registration before manufacturing or importing activities can begin. Please note, UK REACH only applies to England, Scotland, and Wales. Northern Ireland is governed by EU REACH.

K-REACH Services

On January 1, 2021, the Act on the Registration and Evaluation of Chemicals, also known as the amended K-REACH officially came into force. According to the requirements of the amended K-REACH, all existing substances exceeding one ton per year (1t/y) manufactured or imported into South Korea must complete a K-REACH registration.

In accordance with the requirements of the amended K-REACH, if the volume of existing chemicals (excluding substances listed in the first batch of the registration list) were manufactured in or imported into South Korea in quantities exceeding 1 t/y during the last three years, after June 30, 2019 (the deadline for pre-registration) late pre-registration must be submitted. After late pre-registration is completed, the related enterprise can enjoy the corresponding grace period.

MEE Order 12 (China REACH) Services

The revised Measures for the Environmental Management Registration of New Chemical Substances (MEE Order 12) was implemented on January 1, 2021, renaming and replacing MEP Order 7.

New chemical substance notification must be submitted before a substance is manufactured or imported into China.

Foreign companies need a local Chinese agent to submit a new chemical substance notification on their behalf.

A new chemical is defined as one not listed in the Inventory of Existing Chemical Substances in China (IECSC) and is therefore required to comply with MEE Order 12, also known as China REACH.
